    “गरीब आदमी पार्टी”(http://gareebaadmiparty.org/) घोषणापत्र के माध्यम से अपने इरादों, कार्यक्रमों और योजनाओं को सार्वजनिक करेगी | एक प्रकार से कहा जा सकता है कि घोषणापत्र पार्टी के इरादों का आईना होता है |“गरीब आदमी पार्टी” के लिए घोषणापत्र में किये गए वादे उसकी प्रतिबद्धता के प्रतीक हैं |श्री श्याम भारतीय के नेतृत्व में बनी “गरीब आदमी पार्टी” द्वारा गरीबों के हितों और कल्याण हेतु लिए गए संकल्पों को निम्न प्रकार से अंकित किया गया है:-

    1. डिजिटल करन्सी :गरीब आदमी पार्टी सत्ता मे आते ही १०० रू से बड़े नोटों का प्रचलन बंद कर देगी और एक साल के अंदर सभी नोटों का प्रचलन पूरी तरह बंद कर देगी, अर्थात डिजिटल करन्सी देश मे पूरी तरह लागू कर दी जाएगी| इससे भ्रष्टाचार. रिश्वतखोरी, महंगाई, नकली नोटों पर पूरी तरह से लगाम लग जाएगी | काला धन वापस आ जायेगा या निरर्थक हो जायेगा| अनेक तरह के टैक्सों से मुक्ति मिलेगी, पूरे देश में सिंगल टैक्स सिस्टम लागू किया जायेगा |

    2. हर नागरिक की एक पहचान संख्या:- आधार कार्ड के रूप मे हर नागरिक को एक पहचान संख्या दी जाएगी | ये सुनिश्चित किया जायेगा कि ये सभी को उपलब्ध हो, किसी भी बच्चे के जन्म लेते ही उसका बैंक खाताखोलना सुनिश्चित किया जायेगा | देश में हर व्यक्ति को सिर्फ एक ही बैंक खाता खोलने का अधिकार होगा |

    3. गरीबी और रोजगार :गरीबी से तात्पर्य मुख्य रूप से रोटी, कपड़ा और मकान, जैसी आवश्यकता पूर्ति के आभाव से होता है | अत: गरीबी की रेखा निर्धारित करते समय रोटी, कपड़ा और मकान के अलावा शिक्षा, स्वास्थ्य, पेयजल व रोजगार जैसी मूलभूत आवश्यकताओं को भी गरीबी के माप करते समय ध्यान में रखा जाना चाहिए जिनसे आज गरीबी की रेखा से ऊपर रहने वाले भी वंचित हैं |

    गरीबी बहुत-सी आर्थिक परिस्थितियों का परिणाम है इसलिय गरीबी की समस्या को हल करने के लिए स्वयं गरीबी की संकल्पना से परे जाना होगा....यह जानना काफी नहीं कि कितने लोग गरीब है,बल्कि यह जानना महत्वपूर्ण है कि गरीब लोग कितने गरीब हैं |

    भारत में गरीबी का जारी रहना एक बड़ी चुनोती है गरीबी का सम्बन्ध केवल आय या कैलोरी से जोड़कर करना सही नहीं होगा, बल्कि हमें यह देखना चाहिए कि बीमारियों से कहाँ तक रक्षा हो पायी है, उनके लिए रोटी, कपड़ा, मकान, शिक्षा, स्वास्थ्य, व रोजगार की सुविधाओंसुविधाओं का विस्तार करना होगा | गरीबों को केवल सस्ती शिक्षा, सस्ताअनाज औरसस्ती दवाइयाँ दे देने मात्र से उनकी गरीबी दूर नहीं होगी | जिस प्रकार हम गरीबी और गरीबी रेखा पर सोंच-विचार करते है, ठीक उसी प्रकार अमीरी और गरीबी रेखा के निर्धारण पर भी सोंचना होगा | गरीबों के जीवनस्तर को जिन्दा रहने लायक स्तर से ऊपर उठाना होगा, उन्हें केवल गरीबी की जीवनरेखा के ऊपर करना ठीक वैसा ही होगा, जैसे गहरे पानी में डूबे हुए व्यक्ति को किनारे,पर लाकर पटक देना | उसे इस स्थिति के पश्चात् ही जिन्दा रहने व अच्छा जीवन जीने की आवश्यकता होती है | गरीबों को उनकी गरीबी से बाहर निकाल कर उनको जीवन की अनिवार्य आवश्यकताओं और सेवाएँ उपलब्ध करवाई जाएँ ताकि उनकी औसत आय बढ़ सके, इसके लिए सरकार व योजनाकारों को गरीबो के प्रति नई सोंच विकसित करनी होगी, नये मापदंड निधारित करने होंगे | अमीरी और गरीबी के बीच की खाई को पाटना होगा,क्योकिं बेलगाम अमीरी से ही बेलगाम गरीबी का जन्म होता है |

    स्वराज और सत्ता का विकेंद्रीकरण पूरी तरह से लोकतांत्रिक प्रणाली में किया जा सकता है और दुनिया के कई देशों ने यह किया है . भारत में भी लोगों को सरकार सीधे तौर पर यह जिम्मेदारी दे सकती है , जो एक सिस्टम बना सकते हैं. गरीब आदमी पार्टी लोगों को अपने स्थानीय क्षेत्र को प्रभावित करने वाली नीतियों को इस तरह से शासन प्रणाली विकेन्द्रीकरण करनी है. कि स्वराज बनाने के लिए सभी प्रावधानों को भारत के संविधान में परिभाषित कर रहे सभी लोगों की जमीनी स्तर पर संविधान की भावना को लागू करने की राजनीतिक इच्छाशक्ति है . भारत में किसी भी राजनीतिक दल ने आज तक यह नहीं किया .जो कि गरीब आदमी पार्टी का करने का लक्ष्य है !

    आज हमारे लोकतंत्र के सामने सबसे बड़ी समस्या यह है कि सरकार में कोई एक ऐसा नहीं है जो गरीब आदमी की बुनियादी जरूरतों को सुनना चाहता है. यह हमारे पूरे देश की स्थिति है . लोगों को बुनियादी सुविधाओं की जरूरत है और सरकार कुछ और ही प्रदान करती है . आम भारतीयों के लाखों लोगों को प्रभावित करने वाले निर्णय संसद में सत्ताधारी पार्टी के कुछ चुनिंदा नेताओं द्वारा लिए जाते हैं. लोकतंत्र तो सत्तारूढ़ दल के नेताओं का गुलाम बन गया है
    अच्छी सरकार तभी बन सकती है जब लोगों में खुद के निर्णय लेने का विश्वास हो .इस परिवर्तन की भारत को बहुत जरुरत है . कोई मौजूदा पार्टी इस प्रणालीगत परिवर्तन की शुरूआत नहीं कर सकती. इस कारण से, हमारे भ्रष्टाचार निरोधक आंदोलन को राजनीति में प्रवेश करने के लिए मजबूर किया गया है .गरीब आदमी पार्टी के रूप में !

    आज राष्ट्र को प्रभावित करने वाले सभी बड़े और छोटे निर्णय इस शासन की कुछ चुनिंदा सदस्यों द्वारा उठाए जाते हैं . सत्तारूढ़ पार्टी सत्ता के एक बार सत्ता में आते ही, पार्टी के प्रमुख और प्रभावशाली कॉर्पोरेट घरानों की सभी नीतियों का फैसला नेता ही लेते हैं .क्यों यह निर्णय लेने की प्रक्रिया में गरीब आदमी की आवाज नहीं है ? आज हमारे देश में गरीब आदमी को कोई अधिकार नहीं है. एक बार तो हम नेता का चुनाव कर लेते हैं , फिर हम 5 साल के लिए उसके साथ फंस जाते हैं . और यह राजनेताओं की वर्तमान नस्ल देश के संसाधनों को लूटने के लिए पर्याप्त समय देती है . यह लोकतंत्र का सही अर्थ है ? बिल्कुल नहीं ! एक सच्चे लोकतंत्र में लोगों की शक्ति है लोकसत्ता , भारत के लोगों के हाथों में सत्ता वापस देने के लिए - इस गरीब आदमी पार्टी का लक्ष्य है . स्वराज या स्वशासन ,और समानता का अधिकार ! लेकिन यह व्यावहारिक रूप से किया जा सकता है ?
    जवाब है हां !
